It's already in the news that Ward, Winkler and Crane Counties are coming together to form a groundwater conservation district but now two more counties are forming their own.

One week ago, the Pecos City Council approved a partnership with a law firm to help them in the process of forming a district between Reeves and Loving Counties.

NewsWest 9 has learned the two counties will follow the same legal path as Ward, Winkler and Crane.
