The group sent a written request to the Department of Justice asking for an investigation into what started the riots and conditions at the prison.
The A.C.L.U. also wants the prison's policies on training, staffing and use of force investigated as well.
Inmates rioted twice in the past three months demanding better treatment and better healthcare.
Insurance adjusters have been at the prison since Friday assessing the damage.
The Associated Press reports that records show December's riot cost the county at least $320,000 dollars in repairs.
