Big Fine Issued for Hobbs Dairy

HOBBS, N.M. (AP) - Rick Schaap knew the dairy he bought north of Hobbs needed work and he planned to complete it. But 10 months later, he's facing a $10,500 fine for not fixing it fast enough.

Two weeks ago, the state Environment Department issued a compliance order proposing a $10,500 penalty against Schaap and his Rockview Dairy for failing to meet an Oct. 6 deadline to install four 110-foot deep monitoring wells.

Schaap said he was in contact with state officials and believed it was acceptable to go past the deadline if he was working on the project.

Environment Secretary Ron Curry said Schaap failed to advise the department about delays, which is why the $10,500 fine was issued.
