Gaines County Leaders Vote to Build New Jail Using Certificates of Obligation

GAINES COUNTY - It's the latest controversy on the new jail coming to Gaines County.

County leaders voted on Wednesday to pay for the jail construction using certificates of obligation.

Judge Keyes tells NewsWest Nine they've decided to go this route instead of holding an election.

Because construction costs are rising about fifty percent each year, the county wants to get a jump start on the construction now before the prices go up again.

But many people in Gaines County don't like the idea of going into debt.

Judge Keyes says if five percent of voters sign a petition, then the county will hold an election instead.
