Menchaca resigned as city manager of Midland last year and walked a way with a nearly $500,000 settlement with the city.

His new job will pay him $170,000 a year to oversee 517 people and an annual budget of 136 million dollars.

The last hurdle for Menchaca to take the job will be April 30th, when the city council officially consider his appointment by the mayor.
