A dubious distinction for a convicted sex offender, who didn't register when he moved to the basin.

He's heading to federal prison.

20 year old Kenneth Ray Eubanks pleaded guilty to not registering.

Under the Adam Walsh act, it is now a federal offense for convicted sex offenders who don't register with authorities when they move to a new town, which Eubanks did not do.

Eubanks had previously been convicted of sexually abusing a five year old girl in Iowa.

He'll be sentenced in January.
