There had been debate about buying out his contract last week.
On Tuesday, the Midland City Council said goodbye to Menchaca.
"We, we as a council, felt that we needed to put this matter to rest and put it behind us. We didn't want to pay this much money, but we were going to have to pay a significant amount of money, one way or the other, if we terminated his contract," Midland Mayor Mike Canon said.
Mayor Canon also mentioned that Future City Manager contracts will be more detailed as to getting in and out of a deal.
The City Council says Menchaca will get his money on July 31st.
They say Menchaca has no furter obligations with the city, so at the end of the month, he will be officially terminated.
Rick menchaca sent a statement to the NewsWest Nine newsroom. In it he lists several projects he says he has brought to the Tall City. He also says quote, "with this agreement we can all move forward focused on the future."
