BIG SPRING, TX (KWES) - The Howard County Sheriff's Office has arrested one man in connection to the 13 neglected horses that were seized in August.

Wesley Newcomb, 27, has been arrested and charged with cruelty to livestock animals, a class A misdemeanor.

When authorities took the horses, the animals had not been properly fed or watered.

The horses are currently under the care of a local veterinarian and are recovering.
