ODESSA, TX (KWES) - An Odessa puppy is recovering after suspected abuse by her owners.
The pitbull named, Jade, was picked up off Farice Drive in Odessa.
She had on a puppy collar that was too small.
The collar was cutting a one-inch deep cut all around Jade's neck.
Dust Bowl Animal Rescue says the owners claimed they didn't have time for the dog.
They surrendered Jade to the rescue shelter.
Jade is in stable condition, will be sedated and treated.
Someone has already stepped up to foster the puppy.
Animal control is investigating the former owners.
Because they surrendered Jade, they will not be responsible for vet bills.
