32-year-old Shane Elliot

Odessa Police arrested Elliot on 1-26-15 at approximately 1227 hours for Robbery, a 2nd Degree Felony – Gone Off Bond Warrant. Officers observed a red Jeep Cherokee traveling southbound in the 200 block of North Dixie with an expired inspection sticker. A traffic stop was conducted in the 1000 block of East 2nd Street.

While officers were making contact with the driver, a male subject, later identified as Elliot, approached the listed vehicle and made contact with the driver. Investigation revealed that Elliot had a felony warrant for robbery. Elliot was charged and arrested accordingly. The driver was cited and released.

44-year-old Raymond Fresquez

Odessa Police arrested Fresquez on 1-26-15 at approximately 1232 hours for Manufacture or Delivery of Cocaine "1st Degree Felony" and Driving While License Invalid with Prior Convictions "Class B Misdemeanor". Officers observed a red 2007 Ford Ranger cut off another vehicle and make an improper right turn from the wrong lane onto the 200 block of North Texas.

A traffic stop was conducted and the driver was identified as Fresquez. While making contact with Fresquez, officers could smell marijuana coming from the listed vehicle. Officers searched the listed vehicle and discovered a bag containing approximately 28.6 grams of cocaine. Officers also discovered a total of $2727 on Fresquez and inside the vehicle.

The majority of the cash was folded in bundles in a manner commonly carried by narcotics dealers in order to make quick deliveries. An additional empty bag containing cocaine was residue was also located. Fresquez admitted to officers that he had purchased the cocaine for $1000 and advised that some of the cocaine was for him and the rest he was going to deliver to three other individuals. Fresquez was charged and arrested accordingly.

36-year-old Catherine Watkins

Odessa Police arrested Watkins for Possession of Methamphetamine, a State Jail Felony. Officers observed a white Volkswagen traveling in the area of 42nd Street and Douglas with defective taillights. A traffic stop was conducted and the driver was identified as Watkins. Officers searched the listed vehicle and discovered a bag of methamphetamine. Watkins was charged and arrested accordingly.

46-year-old James Beasley

Odessa Police arrested Beasley on 1-27-15 at approximately 1050 hours for Manufacture or Delivery of a Controlled Substance "1st Degree Felony", Possession of a Dangerous Drug (Gabapentin) "Class A Misdemeanor", and Unlawful Carrying of a Weapon "Class A Misdemeanor". Officers observed a black 2003 Kia Optima run a red light at County Road West and 22nd Street.

A traffic stop was conducted and the driver was identified as Beasley. A warrant check revealed Beasley was wanted for delivery of a controlled substance and he was placed into custody for the felony warrant. Officers searched the listed vehicle and discovered multiple Gabapentin pills and Beasley was unable to provide a prescription for them.

Officers observed a black handgun in plain view sitting on the floorboard. Based on the facts and circumstances presented during the investigation, Beasley was additionally charged with possession of a dangerous drug (Gabapentin) and unlawful carrying of a weapon.

30-year-old Dominique Harvey

Odessa Police arrested Harvey on 1-26-15 at approximately 1215 hours for Prohibited Substance in a Correctional Facility "3rd Degree Felony" and Theft of Property "Class B Misdemeanor". Officers responded to 2450 NW Loop 338 (Wal-Mart West) in reference to a shoplifter.

Upon arrival, officers made contact with Wal-Mart personnel, who advised Harvey had concealed several items and exited the store without making any attempt to pay for the items. All of the items, value at over $109, were returned to Wal-Mart. Harvey was charged and arrested accordingly and transported to the ECLEC.

While at the jail, a jailer observed Harvey to be in possession of an unknown object. The jailer then seized the item, which turned out to be a bag of marijuana. Based on the facts and circumstances presented during the investigation, Harvey was additionally charged with prohibited substance in a correctional facility.

18-year-old Joseph Mapp, Jr.

Odessa Police arrested Mapp on 1-27-15 at approximately 2218 hours for Possession of Cocaine, a State Jail Felony. Officers observed a white 2005 Chevrolet Silverado in the intersection of Dixie and Nimitz with defective stop lamps. A traffic stop was conducted on the listed vehicle and the driver was identified as Mapp.

While making contact with Mapp, officers could smell marijuana coming from the vehicle. Officers searched the listed vehicle and discovered a bag of cocaine in the driver's door compartment. Based on the facts and circumstances presented during the investigation, Mapp was charged and arrested accordingly.
