55-year-old Michael Owen Webb

Odessa Police arrested Webb on 1-11-15 at approximately 0215 hours for Driving While Intoxicated 3rd or More, a 3rd Degree Felony. Officers conducted a traffic stop on a gray Chevrolet Silverado in the 2800 block of West 16th Street and the driver was identified as Webb.

While making contact with Webb, officers could smell a strong odor of an alcoholic beverage coming from his breath. Webb was placed into custody for driving while intoxicated after failing field sobriety tests. Dispatch advised Webb had several prior convictions for driving while intoxicated.

Based on the facts and circumstances presented during the investigation, Webb was charged and arrested accordingly and transported to the Ector County Law Enforcement Center.

36-year-old Wendy Freels

Odessa Police arrested Freels on 1-9-15 at approximately 1936 hours for Theft of Property with at Least two Prior Convictions "State Jail Felony", False Identification – Fugitive From Justice "Class A Misdemeanor", a failure to appear warrant, and a parole violation warrant. Officers responded to Wal-Mart West (2450 NW Loop 338) in reference to a theft.

Upon arrival, officers made contact with the complainant, who reported they observed a female subject conceal several items and then exit the store without making any attempt to pay for the items. The items consisted of jewelry items, a wood plaque. The complainant also observed Freels select a pair of boots and put them on and left her old shoes behind.

Officers made contact with the female subject, who gave a false name and advised she was 34 years of age. However, further investigation revealed that her real name was Wendy Freels. Dispatch advised Freels had two outstanding warrants and also advised she had multiple prior convictions for theft of property.

Based on the facts and circumstances presented during the investigation, Freels was charged and arrested accordingly and transported to the Ector County Law Enforcement Center. All of the stolen merchandise was returned to Wal-Mart.

39-year-old Fermin Garcia, Jr.

Odessa Police arrested Garcia on 1-9-15 at approximately 1544 hours for Burglary of a Habitation "2nd Degree Felony" and Public Intoxication "Class C Misdemeanor". Officers responded to the 4900 block of McKnight in reference to a disturbance. Upon arrival, officers made contact with the complainant, who advised her ex-boyfriend had broken the back window of her residence.

The complainant advised her ex-boyfriend then attempted to kick open the back door. Officers observed a male subject, identified as Garcia, kicking the back door leading into the garage. While making contact with Garcia, officers could smell a strong odor of an alcoholic beverage. Based on the facts and circumstances presented during the investigation, Garcia was charged and arrested accordingly.

27-year-old Javier Avila

Odessa Police arrested Avila on 1-10-15 at approximately 0022 hours for two counts of Driving While Intoxicated with a Child Under Fifteen Years of Age, a State Jail Felony. Officers responded to University and Brazos in reference to a major crash. Upon arrival, investigation revealed that a black 2012 GMC Sierra, occupied four times, had failed to control speed and struck a storage shed and residence located in the 2700 block of Brazos.

The driver of the Sierra was identified as Avila. The three passengers were identified as a 25-year-old female, a 6-year-old male, and a 1-year-old female. Officers could smell a strong odor of an alcoholic beverage coming from Avila. Avila was placed into custody for driving while intoxicated after failing field sobriety tests. There were no reports of any injuries.

34-year-old Lindsey Salgado and 55-year-old Jackie Vaughn

Odessa Police arrested Salgado on 1-11-15 at approximately 0021 hours for Possession of Methamphetamine "3rd Degree Felony". Odessa Police also arrested Vaughn for Possession of Methamphetamine "3rd Degree Felony", a felony parole violation warrant, and misdemeanor warrant for Theft By Check.

Officers conducted a traffic stop on a black 2013 Mitsubishi Outlander in the 2700 block of Hilltop and the driver was identified as Salgado and the front passenger as Vaughn. Officers observed a bag of a white substance in plain view, which later tested positive for methamphetamine.
