ODESSA – One woman is behind bars on injury to a child charges.
Odessa Police tell NewsWest 9 they were called out to the Ector County Library on Wednesday in reference to child abuse.
When officers arrived on the scene, a witness told police that she saw a black female, later identified as 41-year-old Vanessa Jones, strike a young black female with an open hand to the face causing the child's nose to bleed.
The witness also told police that she heard Jones cuss at the child several times.
Officers later spoke with the two year old, who was sleeping on the ground on top of a blanket wearing soiled pants and it appears as if the toddler had urinated in her pants.
The report also states that officers saw blood on the front and back of the toddler's pants.
When officers searched Jones, they found two metal tubes, known to be commonly used as crack pipes.
Jones has been arrested on charges of injury to a child and was issued a citation for possession of drug paraphernalia for Use.
Child Protective Services was notified of the incident but didn't respond to the scene.
The toddler was released to a family member.
