33-year-old Martin Cortez

Odessa Police arrested Cortez on 12-17-14 at approximately 2015 hours for Manufacture or Delivery of Cocaine “1st Degree Felony”, Possession of Methamphetamine “State Jail Felony”, and Unlawful Possession of a Firearm by a Felon “3rd Degree Felony. Officers responded to the 2100 block of Andrews Highway in reference to a medical call.

Dispatch advised that a Hispanic male was asleep inside of a running vehicle. Upon arrival, officers observed a Hispanic male sleeping in a black 2006 Dodge Stratus. While walking up to the vehicle, officers observed a scale and a white powdery substance on the passenger seat.

When officers opened the door to make contact with the subject, they observed two bags of a crystal like substance on the door handle. The occupant of the vehicle was identified as Cortez. The crystal like substance tested positive for methamphetamine and Cortez was placed into custody.

Officers searched the listed vehicle and discovered a large crack rock underneath the driver's seat. Officers also discovered approximately 100 baggies consistent with packaging and selling narcotics. Cortez verbally stated under Miranda that he sells narcotics and makes approximately $300-$400 per week selling drugs.

Upon further search of the vehicle, officers located a handgun and ammunition. Dispatch advised Cortez was a convicted felon, with the last conviction from 2012. Based on the facts and circumstances presented during the investigation, Cortez was charged and arrested accordingly.

24-year-old Julie Tucker

Odessa Police arrested Tucker on 12-18-14 at approximately 2255 hours for Injury to a Child “3rd Degree Felony”, Assault Causing Bodily Injury (Family Violence) “Class A Misdemeanor”, and two misdemeanor warrants. Officers responded to the 3600 block of Dawn in reference to family disturbance.

Upon arrival, officers made contact with an uncooperative female subject, identified as Tucker. Officers also made contact with a 40-year-old female, who reported that she heard Tucker accusing her 5-year-old son of breaking an item. The 40-year-old female further advised that she observed Tucker hit the child on the right side of his face above the ear with a cell phone, causing bodily injury.

The 40-year-old female reported that when she went to grab the 5-year-old child to take him into another room, Tucker pusher her and later slapped her once on each side of her face. Based on the facts and circumstances presented during the investigation, Tucker was charged and arrested accordingly.

48-year-old Samuel Warren Slade

Odessa Police arrested Slade on 12-17-14 at approximately 1839 hours for Unauthorized Use of a Motor Vehicle “State Jail Felony” and Leaving the Scene of an Accident “Class B Misdemeanor”. Officers responded to the east alley of the 1000 block of North Grant in reference to a hit and run.

Dispatch advised two independent witnesses had detained actor who had caused the hit and run, identified as Slade. Upon arrival, officers observed a black 2007 GMC Yukon, which had struck a utility pole in the alley. The actor was identified as Slade. Investigation revealed the listed vehicle had been reported stolen.

Based on the facts and circumstances presented during the investigation, Slade was placed into custody for unauthorized use of a motor vehicle and leaving the scene of an accident. Slade was transported to the Ector County Law Enforcement Center and the stolen GMC Yukon was returned to its owner.

23-year-old Monique Lozano

Odessa Police arrested Lozano on 12-17-14 at approximately 1458 hours for Theft, a State Jail Felony. Lowes Home Improvement reported to the Odessa Police Department that an employee had taken approximately $1800 from the business. The employee was identified as Lozano.

The Loss Prevention for Lowes provided financial documentation and video showing the offense and loss. Lozano admitted to taking the money. Based on the facts and circumstances presented during the investigation, a felony theft warrant was obtained for Lozano and she was charged and arrested accordingly.

22-year-old Isaac Morales

Odessa Police arrested Morales on 12-18-14 at approximately 0100 hours for Intoxication Assault Causing Serious Bodily Injury “3rd Degree Felony”. Officers responded to the 6000 block of Circle Lane in reference to silver Ford Focus that had crashed into a fence. Upon arrival, officers made contact with the driver, identified as Morales.

While making contact with Morales, officers could smell an odor of an alcoholic beverage coming from his breath. Morales was placed into custody for driving while intoxicated after failing field sobriety tests. The passenger of the Ford Focus, identified as a 35-year-old Hispanic male, was transported to Medical Center Hospital with serious bodily injury.

Based on the facts and circumstances presented during the investigation, Morales was charged and arrested accordingly. Morales was transported to the Ector County Law Enforcement Center and was also cited for Failure to Control Speed, a Class C Misdemeanor.
