Police Cracking Down on Sex Offenders Living at Unregistered Addresses

ODESSA - Odessa Police are investigating sex offenders with incorrect or incomplete registration information.

Miguel Benavides, a registered sex offender in Odessa, was arrested Wednesday for failure to comply with registration requirements, a third degree felony in Texas.

According to Ector County court documents and a sworn affidavit obtained by NewsWest 9, Benavides failed to report his most recent home addresses.

"People need to know where sex offenders are residing," Odessa Police Spokesman, Cpl. Steve LeSueur, said. "Unfortunately there's several that aren't living where they say they're living. We have had some sex offenders that have reported in the past that they reside at Walmart or Love's Truck Stop."

Odessa sex offenders are required to re-register with the police department annually. Residency information must be reported and updated within one week of an address change.

According to Odessa Police, compliance officers could not locate Benavides when they went to check on him at 404 Hillcrest, where he was registered to live.

They researched his previous addresses and discovered he had been staying at 1511 E. 5th Street and 801 E. 5th Street. None of the residents in the area NewsWest 9 spoke with were aware a registered sex offender had moved to the neighborhood.

"That's crazy," Resident, Keoma Mihecoby, said. "Knowing that he was right there, that close, and there are kids in that same complex."

NewsWest 9 searched the Texas Department of Public Safety website and found 25 other registered sex offenders who live within a one mile radius of Benavides' 5th Street residence.

Police said there are "probably several more" who either are not registered or failed to report their real address.

"We are investigating a few more cases like [the Benavides case]," LeSueur said. "If anyone is aware that a certain sex offender is out of compliance [and living at an unregistered address], then they need to report it immediately."
