Police: New Mexico Mom Beat 18-Month-Old With Belt

CARLSBAD, N.M. (AP) - A New Mexico mother is facing a child abuse charges after authorities say she beat her 18-month-old son with a belt.

The Carlsbad Current-Argus reports that 21-year-old Francis Garcia was recently arrested in connection with a case that began December 2013.

According to the criminal complaint, the boy suffered a wound on his neck, leaving him lethargic and unresponsive.

Investigators believe that Garcia struck the child with the metal buckle of a belt across his neck leaving an abrasion and bruise.

Witnesses told police that Garcia practiced "extreme" forms of punishment on various occasions. Garcia did not have legal custody of her children, but was allowed to visit them.

The Children, Youth and Family Department have since removed the child and his 9-year-old brother from their guardian.

It was not known if Garcia had an attorney.
