LUBBOCK - A city-contracted developer is looking for ways to fund a light rail that could connect Texas Tech University and downtown Lubbock, helping revitalize the city's center.
The Lubbock Avalanche-Journal reports that McDougal Companies will initially pursue federal grants rather than turn to tax dollars for the proposed project, which could cost millions of dollars.
Goals laid out for the developer by the City Council include increasing Texas Tech's presence downtown, about 1.5 miles from the university.
Marc McDougal, a former Lubbock mayor who is spearheading the effort through McDougal Companies, says Dallas-Fort Worth-based Public Information Associates is putting together presentation material to try to win grant money.
