Neighbor, Telemundo 20 Employee Remembers 90-Year-Old Neighbor Killed on Monday

ODESSA - Halbert Fanning Jr., or "Hal" as he was known by friends was a writer. Fanning was the 90-year-old killed in Monday's hit and run. 

Fanning's neighbor, Telemundo anchor Luis Carlos Mendoza, told NewsWest 9 Fanning was a man of God. Mendoza is now asking the 21-year-old, police say is responsible, to come forward.

"Let me tell you this: I'm a very blessed man, I've lived 90 years, so when the Lord calls me, I'm going to be ready," Mendoza said, choking up as he recalled one of the last conversations he had with Fanning.

"For the last 13 years, everyday, we were a family. That's why it's very hard to know that Mr. Hal is gone," Mendoza said.

Police have identified the driver of the car as 21-year-old Jonathan Scott and are still on the hunt for him. 

"Some other agencies could possibly be assisting us; DPS, Texas Rangers, The U.S. Marshals. It's all a possibility," Steve LeSueur with Odessa Police said.

Mendoza also wants Scott to turn himself in.

"Human to human, talking about this wonderful person that he killed, please. You need to take responsibility," Mendoza said.
