A town hall meeting will be held on Monday to discuss their plans.
A firm out of Fort Worth drafted a master plan for development and expansion.
The proposed annexations would include space for new housing, retail, parks and new roads in Andrews.
It also outlines the potential for population growth to over 38,000 residents in the city.
