MIDLAND - Council members will finalize a new special events ordinance in Midland.

The proposed item lays out all the rules for things like parades and races.

Organizers must get a permit from the city to host a special event.

They'll also be required to get insurance.

No permits will be issued if the route goes over a railroad crossing or state highway unless the agency gives their permission.

The ordinance would go into effect on March first.
