Texas Ethics Commission Makes Decision Regarding Complaint Filed Against Big Spring Councilman

The Texas Ethics Commission has fined another Big Spring City Councilman and it all involves taking illegal campaign contributions.

Marcus Fernandez has been fined $200. He's the second councilman to get that penalty. Glen Carrigan was previously fined by the Texas Ethics Commission.

A complaint was filed against both of them by a Big Spring resident.

The two were accused of illegally taking campaign contributions from two corporations during their 2011 campaign.

Both returned the money, which was more than a little more than $1,000 to be in compliance with state law.

Those contributions came from Quad A Incorporated and Hydro Dynamics.

A complaint against Mayor Tommy Duncan was also filed but that has not yet been resolved yet by the Texas Ethics Commission.

A grand jury cleared all three men of any wrongdoing.

The councilmen still face a civil lawsuit by two former Big Spring councilwomen who lost the race to them.
