ODESSA - Odessans will be paying more for their water even though they've been conserving.
According to the Odessa American, the City Council voted 4 to 1 in favor of a 40 percent increase in water rates.
City officials say the price hike was needed because of a drop in water sales and to help pay for brining water into the city.
