ODESSA - Odessa City Council members will be finalizing a controversial rate hike this week.
A 40 percent increase in water rates is expected to get its second and final approval on Tuesday.
City officials say the hike is needed due to a drop in water sales coupled with the rising cost of pumping that water to the Basin.
But residents aren't happy about it, saying they're being punished for saving water during a drought.
The rate increase does not include the sewer rate.
We're told the overall increase averages out to about 20 percent.
