ODESSA – The Odessa City Council has approved the first reading of increasing water rates by 40 percent.
In the last few weeks, NewsWest 9 spoke with several Odessa residents who were unhappy about the increase and they felt they were being punished for conserving water during a drought.
But City officials say the hike is needed due to a big drop in water sales plus the rising cost of getting water here.
However, those who have a disability or senior rate won't be affected unless they go over 2,000 a month.
