ODESSA - A controversial hike in water rates is set to be voted on by Odessa City Council this week.
A proposed 40 percent increase in city water rates has homeowners outraged.
City officials say the hike is needed due to a big drop in water sales plus the rising cost of getting water here.
However, residents say they're being punished for conserving water during a drought.
Council members are expected to approve the first reading for the increase which will not affect the sewer rate.
