They're doing it in an effort to protect both livestock and people from getting infected.
The vaccinations will be dropped over southern and western Texas.
Vaccine doses are enclosed in a small packet dipped in fish oil and then coated with fish meal crumbs.
The bait is not harmful for humans, but if you handle it, it's less likely that the animal will eat it.
