REEVES COUNTY - A gruesome discovery in Reeves County leads to animal cruelty charges.
Police arrested 63-year-old Richard Steed.
A tip by a neighbor led deputies to Steed's land where they found eight dead cattle.
The neighbor, Valorie Pandack, tells NewsWest 9 she contacted Steed about the animals and was shocked to hear his response.
She claims when she asked him about the cattle, Steed said he hadn't been out there in a month and had shut off the water.
Pandack says some the cattle were actually pregnant and she could see the calves kicking from inside the womb.
She and several friends tried to save the newborns but the heat had already taken its toll.
