He's accused of defrauding two West Texas school districts.
Now a former construction manager for a Midland based architecture and engineering firm has been indicted on federal charges.
Carl James Woodruff is charged with nine counts, including conspiracy, mail fraud and money laundering.
Woodruff allegedly accepted kickbacks from subcontractors while overseeing construction projects for the Grady and Reagan County School Districts.
According to the indictment, he used the money to buy a new home, along with covering construction work on that home.
If convicted, he faces up to 20 years in federal prison for each count.
