BALMORHEA - An early report is in, but it's still leaving lots of unanswered questions.

Officials released the report on a plane crash into the Balmorhea Lake.

The preliminary report is short, only about half a page.

It says Charles Stutesman did not file a flight plan for Sunday, and the National Transportation Safety Board (NTSB) doesn't know where Stutesman started his trip or where he was going.

Stutesman was flying a homemade plane around Balmorhea Lake when he crashed.

The NTSB says the plane was seen flying low right before it crashed into the water.

Most of the plane has been pulled from the lake, but DPS divers were never able to find the plane's right wing.

A final and more detailed report could take more than a year to complete.
