ODESSA - Plans to bring more shops and homes to Odessa have come to halt and it's all because of funding.

Officials with the Odessa Development Corporation say the proposed Parks Legado Town Center is a great idea, but they just don't have the money to fund it.

On Thursday afternoon, Collin Sewell, President of the Sewell Family Companies, presented why his proposed retail development would be a good investment.

But Odessa Development Corporation officials turned down giving out the 4.4 million dollars, because it's not an industrial project.

While the Corporation could fund a retail project, they say with a smaller budget this year, they will stick with funding industrial projects.

Sewell says without the money, there's no doubt the project will be delayed.

For now, it's back to the drawing board for the Parks Legado project, which would develop infrastructure along Highway 191 between Billy Hext and Faudree roads.
