ODESSA - Who's getting access to the swine flu shots first is causing some controversy.

The Youth Detention Center in Odessa started vaccinating their inmates.

But some Odessans NewsWest 9 talked to say that juvenile offenders should not be a top priority when it comes to who gets the swine flu vaccine first.

The medical staff at the Youth Detention Center argues this process is a requirement and it's for the safety of the kids.

Every child that comes into the Juvenile Center is vaccinated, but only with parental consent.
