ALPINE - A federal judge dismisses a ruling that could've given elected officials the right to meet in secret.

The ruling stems from a lawsuit filed in Alpine by a former city council member.

Avinash Rangra and former City Council Woman Anna Monclova had argued that the criminal penalties in Texas' open meeting laws violated their rights of free speech.

The earlier ruling last April said they could be right, but this federal judge threw out the suit.
