MIDLAND - A man with bogus contractor credentials is back on the streets after getting arrested for ripping off his customers.

Midland Police picked up 38-year-old Kelly Smith on Monday and charged him with theft of services.

Investigators say Smith, who owns Custom Builders, presented himself as a licensed and bonded contractor.

He's not.

We're told the work he did does not meet code requirements.

Smith was released from jail after posting a $100,000 bond.
