PECOS - It's a proposal that has pet-owners in Pecos all riled up.

On Thursday, the City Council will have the first reading of an ordinance that would make chaining or tethering dogs illegal.

That means pet owners would have to build fences around their property.

The proposal came from a local animal activist group.

Mayor Alligood tells NewsWest 9, his office has been swamped with calls from concerned neighbors who say they just can't afford to build a fence.
